European apportionment via the Cambridge Compromise
نویسنده
چکیده
Seven mathematicians and one political scientist met at the Cambridge Apportionment Meeting in January 2011. They agreed a unanimous recommendation to the European Parliament for its future apportionments between the EUMember States. This is a short factual account of the reasons that led to the Meeting, of its debates and report, and of some of the ensuing Parliamentary debate. 1. Background and Brief 1.1. Background. As the European Union has grown and its population has developed, so has the constitution and structure of the European Parliament. In recognition of the need for an orderly allocation of Parliamentary seats between the EU Member States, its Committee on Contitutional Affairs (AFCO) commissioned a Symposium of Mathematicians to “identify a mathematical formula for the distribution of seats which will be durable, transparent and impartial to politics”. The purposes of the reform were described thus in [3]: ◦ The aim of the symposium is to discuss and, if possible, to propose to the Committee on Constitutional Affairs a mathematical formula for the redistribution of the 751 seats in the European Parliament. The formula should be as transparent as possible and capable of being sustained from one Parliamentary mandate to the next. ◦ The purpose of the Symposium is to eliminate the political bartering which has characterised the distribution of seats so far by enabling a smooth reallocation of seats once every five years which takes account of migration, demographic shifts and the accession of new Member States. Date: Revised August 20, 2011. 2010 Mathematics Subject Classification. 91B12.

متن کاملA power-weighted variant of the EU27 Cambridge Compromise
The Cambridge Compromise composition of the European Parliament allocates five base seats to each Member State’s citizenry, and apportions the remaining seats proportionately to population figures using the divisor method with rounding upwards and observing a 96 seat capping. The power-weighted variant avoids the capping step, proceeding instead by a progressive non-linear downweighting of the ...
متن کاملSolving the generalized apportionment problem through the optimization of discrepancy functions
One of the ways to solve the classical apportionment problem (which has been studied chiefly in relation to the apportionment of seats in a chamber of representatives) is the optimization of a discrepancy function; although this approach seems very natural, it has been hardly used. In this paper, we propose a more general formalization of the problem and an optimization procedure for a broad cl...
متن کاملMathematical aspects of degressive proportionality
We analyze mathematical properties of apportionment functions in the context of allocating seats in the European Parliament. Some exemplary families of such functions are specified and the corresponding allocations of seats among the Member States of the European Union are presented. We show that the constitutional constraints for the apportionment are so strong that the admissible functions le...
متن کاملCompany Tax Reform in the European Union
The European Commission recently proposed to move towards a consolidated tax base for European multinational companies, to be allocated across EU member states through a system of formula apportionment. This paper argues that while the Commission’s four alternative blueprints for company tax reform may reduce existing problems of transfer pricing, they will also create new distortions as long a...
